LANSING, Mich. — Governor Gretchen Whitmer says she's working to overturn a controversial state law that allows third-graders to be held back if their reading performance is too low.
The 2016 law stops third-graders from moving on to fourth grade if they read a grade level behind on the state's English language arts assessment test.
Governor Whitmer says the law simply blames and punishes students.
She says her proposed budget unveiled earlier this week would triple the amount of money for literacy teachers.
