Republicans have killed a plan to close the pension system to newly-hired teachers.
It passed out of committee last week, but ran into a wall in the full senate.
The biggest issue is transition costs, which the Snyder administration says could be nearly five-billion dollars over five years.
The legislature is expected to look for a different solution to the state's retirement cost crisis next year.
