Sheriff accused of diverting jail funds to pay for personal vehicle

Jackson County Sheriff Steve Rand is accused of diverting funds from the jail commissary in order to purchase a patrol vehicle that he drove exclusively.

The allegation, made in January by Jackson County Sheriff's Lt. Tommy Schuette, was the subject of a 2 month criminal investigation by the Michigan State Police.

FOX 47 obtained a portion of the report through a Freedom of Information Act Request, although much of it was redacted.

The police report includes documents detailing a February 2017 request made to the Jackson County Personnel & Finance Committee, seeking authorization for the purchase of seven new Sheriff Patrol vehicles.

The report also states that Lt. Schuette is accused of trying to blackmail County officials with audio recordings of Sheriff Rand making racist, sexist comments. Schuette later released the recordings to media, as part of a harassment lawsuit filed against Rand.

The MSP probe, which concluded in January, is now under review by the Attorney General's Office.
