The second week of tax season has wrapped up and refunds are still coming up short for many Americans.

The average refund issued by the IRS as of February 8th was $1,949, compared to $2,135 last year; an average of $186 less for taxpayers.

That's a drop of about 8.%.

In the first week of filing, the IRS reported that tax refunds were off by 8.4%.

So, far the IRS has processed nearly 27-million individual returns since tax season began.

That's about 10% less than at this same time period last year.

The decrease in refund amounts are attributed in part to withholding changes under the new tax law, resulting in smaller refunds or even money owed to the government.
