MERIDIAN TOWNSHIP, Mich. — The final report on the missed opportunity to stop Larry Nassar 15 years ago was released by Meridian Township on Tuesday.
The investigation focused only on Brianne Randall-Gay's complaint from September 2004.
The 88-page report outlines why the complaint was never sent to Ingham County prosecutors. It also raised 10 questions from Randall-Gay about how the township handled it.
"We don't expect this report to be closure for Brianne but we do hope it's a pathway of healing for her," said Meridian Township Manager Frank Walsh.
Randall-Gay was 17 years old when she filed a complaint in 2004 against Nassar. She claimed he sexually assaulted her during a doctor's visit for her scoliosis.
Retired East Lansing Detective Ken Ouellette looked into how Meridian Township police handled it. Randall-Gay chose him to conduct the investigation.
Ouellette said lead Detective Andrew McCready didn't consult another doctor after speaking with Nassar in September 2004 because "he believed Nassar's lies," according to the report.
McCready also didn't consult with supervisors before closing the case, according to the report. The township said there will be no disciplinary action against the detective.
"When I look at 19 years of service, when I look at all of the sexual assault complaints he's handled, when I look at his work with homicides in this community, when I take a look at the totality of 19 years, I am not going to issue or recommend and implement any discipline against someone that has a great career he's had, minus September 2004," said Walsh.
Randall-Gay released a statement on Tuesday thanking Ouellette for the investigation but also stated she had more concerns.
For example, she said there was missing information, the lack of oversight in the case, and not releasing her records in a timely manner.
"I appreciated reading her heartfelt statement. I couldn't disagree with anything she wrote," said Walsh.
Meridian Township apologized to Randall-Gay in 2017. The investigation was launched at her request.

Nassar is serving a virtual life sentence. Right now he's doing 60 years in federal prison on child pornography charges. If he lives to see the end of it, he then starts a minimum 40-year sentence in state prison for sexual assault.
