More emails on the Flint water crisis show Governor Snyder could have declared an emergency in Flint a lot sooner than he did.
The governor declared a state of emergency in Flint on January 5.
But according to an email dated November 13, an expert with Michigan State Police emergency management told someone in the governor's office that Snyder could declare an emergency in Flint, anytime, for any reason.
The email then went on to list the pros and cons of declaring an emergency.
A spokesman for the governor's office tells the Detroit Free Press emergencies are typically only declared if there is a single event like a tornado, and says the facts in Flint unfolded slowly.
