LANSING, Mich. — Today Governor Gretchen Whitmer signed House Bills 4101, 4249 and 4118, and Senate Bills 129, 192, and 193 relating to a variety of topics, from a bill amending the requirements for the levels of a graduated license, to the regulation of unmanned aircraft systems in certain circumstances. See below for an extended summary of each bill.
Senate Bill 129 modifies the Michigan Unmanned Aircraft System Act to permit the operation of drones on Mackinac Island (and other political subdivisions that ban motor vehicles) so long as the operator does not intentionally interfere with the commercial use of horses and horse operations. Specific industries, such as news agencies, law enforcement, infrastructure maintenance, and public utility operations must be permitted to operate drones so long as they do not interfere with commercial use of horses. The bill is sponsored by Senator Wayne Schmidt, R-Traverse City.
Senate Bill 192 amends the Michigan Vehicle Code to specify that an individual who has a restricted driver’s license that permits daylight driving only, need not complete the nighttime driving hours requirement for the issuance of a Level 2 graduated license—the license available to a learning driver aged 16 and up. The bill is sponsored by Senator Roger Victory, R-Hudsonville.
Senate Bill 193 amends the Driver Education Provider and Instructor Act to specify that the nighttime driving hours requirement for a student’s admission into a Segment 2 curriculum course would not apply to a person who had been issued a restricted driver license that permits daylight driving only. The bill is sponsored by Senator Roger Victory, R-Hudsonville.
House Bill 4118 amends the basic speed law to set a 25-mph speed limit within all land zoned residential and in all local street systems (defined as streets other than state highways, county roads, and major street systems) until January 1, 2024, unless another speed limit is posted. The legislation further states that the Michigan State Police shall conduct a speed study on a random sample to local streets unless another speed is fixed and posted. The speed study report shall be submitted no later then January 1, 2023 to the Senate Majority Leader, the Speaker of the House of Representatives, and the Governor. The bill is sponsored by Representative Bradley Slagh, R-Zeeland.
House Bill 4101 amends section 204 of the Recodified Tax Increment Financing Act (2018 PA 57) that governs Downtown Development Authority (DDA) boards. It allows the CEO of a municipality to appoint a designee to serve on a DDA board in his or her place. The bill is sponsored by Representative Ben Frederick, R-Owosso.
House Bill 4249 amends the Emergency 9-1-1 Service Enabling Act to replace rules promulgated by the Michigan Public Service Commission requiring 9-1-1 emergency service capacity for multiline telephone systems with new requirements. The bill specifically exempts certain small business, farms, and houses of worship from the requirement to maintain a multiline telephone system that automatically provides detailed location data to the 9-1-1 dispatcher. The bill is sponsored by Representative Michele Hoitenga, R-Manton.
