A task force investigating Flint's water crisis says the disaster is a clear case of "environmental injustice," and a failure of leadership in the state.
Members of the task force met with lawmakers, Tuesday. They told them the water crisis illustrates why the state's emergency manager law must change.
The group says one of the main issues they found, is that residents had no where to take their complaints.
One member also said Michigan's Department of Environmental Quality did not communicate with Flint residents, calling the department's performance "unacceptable."
