An East Lansing man, charged with two counts of animal cruelty, will be in court Tuesday.
Neighbors claim they saw 23-year-old Zihau Li abusing his dog at this apartment complex on Hannah Boulevard.
Neighbors intervened and rescued the dog, who was then treated for a broken leg.
That dog and another one of Li's dogs were turned over to Ingham County Animal Control.
