DETROIT, Mich. — An emergency order is coming from the City of Detroit as the water rises to record-breaking levels in Lake Saint Clair.

The city has given crews permission to line private property along the Detroit River with thousands of sandbags.

Anyone who removes them could face fines or even jail time.

The Army Corps of Engineers expects the lake to keep rising, breaking more records over the next couple of months.
