Doctor's license sanctioned for violations of Public Health Code

LANSING, Mich. — A Lansing doctor's license has been sanctioned.

Michigan Attorney General Dana Nessel along with the Michigan's Department of Licensing and Regulatory Affairs announced a settlement agreement with Sparrow Carson City a physician for multiple violations of the Public Health Code, according to a press release.

Regulators say he failed to meet surgical procedure standards leading to high infection rates in his patients. They say he also failed to properly diagnose and treat infections and crossed boundaries with his patients.

Allard did not dispute any of the allegations and he has been ordered to get competency and psychiatric evaluations.

He was accused of the following:
• Failing to meet the standard of care in performing surgical procedures, which resulted in high infection rates among his patients.
• Failing to properly diagnose and treat the infections.
• Failing to properly maintain patient charts.
• Exhibiting disruptive behavior.
• Crossing boundaries with patients and staff.

The settlement was approved by Michigan's Board of Osteopathic Medicine and Surgery, which put a strict limitation on his license that requires Allard have direct, on-site supervision while practicing.

In order for the limitation to be removed, the Board order that he must complete the following in one year.
• A comprehensive clinical competency assessment through the Center for Personalized Education for Professionals (CPEP).
• A satisfactory psychiatric evaluation by a provider or entity pre-approved by the Board and be deemed safe to practice medicine.
• A professional boundaries course through CPEP and achieve a grade of “unconditional pass.”
• Pay a $1,500 fine.
