Police has identified the man who was killed while crossing Interstate-96 as Billy Ray Watkins. Around 2:30 Saturday afternoon Watkins was hit by a van heading westbound near the Martin Luther King exit. He was pronounced dead at the scene. The van that hit him had 6 people in it, 2 adults and 4 children. None of them were hurt in the accident. The westbound lane was closed for four hours.
